Hostway is a reasonable budget option. Had a couple of minor outages over the past months and support response could be quicker, but overall it hasn't caused major problems for my site.
Fast, stable, and easy to manage
Did a lot of research before picking Hostway and it paid off. Performance has been consistently good, SSL was already set up for me, and their live chat actually solved my issue instead of just sending me a help article. Recommending this to everyone I know.
